Hong Kong Permanent Residence Pathways Close to New Applications

IRCC’s August 28 notice confirmed that the temporary permanent residence pathways for Hong Kong residents would stop accepting new applications on August 31, 2026. As of this article’s September 6 preparation date, that intake deadline has passed.
Pending applications continue
IRCC says it continues to process applications received on or before August 31. The end of intake does not mean that every pending application has been cancelled or decided.
Applicants should retain the actual submission confirmation and subsequent correspondence. Having prepared documents or begun an online application is different from establishing that IRCC received it by the deadline.
If an application was submitted
Keep the permanent residence file and the temporary status calendar under separate review. Confirm where government messages are being delivered and who is responsible for responding. A change of email address or representative should not leave the applicant unaware of a request.
IRCC’s notice also confirms that the related open work permit measure remains in place until May 2029. Eligibility for that measure still needs to be assessed; a pending PR file does not automatically issue or extend a permit.
If no application was submitted
The practical task is to assess other routes under the rules currently available. Do not rely on rumours that the closed intake will reopen, and do not assume that an earlier intention to apply preserves access.
