Hong Kong PR Applicants: The Open Work Permit Option After the Intake Closure
Update following the August 31, 2026 intake closure. Prepared September 6, 2026; official instructions checked on that date.
The August 31 closure of new Hong Kong permanent residence applications did not end the separate open work permit measure for eligible applicants whose PR files are being processed.
Who the permit is for
IRCC’s instructions require an application under one of the Hong Kong PR pathways, a work or study permit held within the three years before the PR application, presence in Canada, and eligibility to apply for a work permit. The permit may be valid for up to three years.
The instructions say applicants have until May 2029 to apply. This does not mean an individual’s present status lasts until that date. A refused, withdrawn or returned PR application does not qualify for this work permit policy.
Start with the next status deadline
Review the current permit and the PR submission record together. If temporary status has already expired, obtain advice promptly about the applicable restoration conditions rather than assuming that a pending PR application repairs the problem.
For someone still holding a valid permit, the assessment should identify the expiry date, current conditions and the appropriate timing of a further application. A calendar entry that simply says “PR pending” misses the immediate issue.
What employers should ask
Ask for the relevant authorization documents and clarify who is handling any renewal. Do not treat the existence of a future application deadline as proof of current permission to work.
